The CREG's role is to ensure transparent and competitive
functioning of the electricity and gas market , for the interest of consumers and operators.
It is vested with three main tasks :

Realization and
control of public service,

Public authorities on
organization
and functioning of the electricity and
gas market,

Supervision and
monitor compliance with the law
and regulations related to the
electricity and gas
domestic
market.
The main competences and functions of the regulation
commission are:
:: Licencing
Studies applications and delivers permits for
construction
and operation
of new power plants;

Delivers permits for
electricity and gas transmission network
activities;
>
Resorts to the tender procedure for the construction
of new power plants in case of an insufficient
number of applications for permits and takes the
necessary measures to meet the needs of the domestic
market;
>
Resorts to the
tender procedure and studies applications of
granting the
concession of electricity and gas distribution.
:: Demand Forecasts /
Investment planning
>
Establishes and
submits, each two years, to the approval of the
Minister in charge of energy an indicative program
of power generation needs over the ten next years;

Establishes and
submits, every year, to the approval of the Minister
in
charge of energy an indicative gas supply program
for
the domestic
market over the ten next years;
>
Approves development
plans of electricity and gas transmission networks
submitted by the concerned operators.

Remuneration
of operators and
tariffs
The regulation
commission determines remuneration of the operators in
the sector
and tariffs to apply for non eligible clients.
Insures the
management of the electricity and gas fund for the
perequation of
tariffs and costs relative to the transition period to
a competitive system.

Access networks /
Markets
Concerning of the
third party access to the networks, a fundamental
principle
towards
an open market for electricity and gas, are
defined in the legal framework and will
be completed by legal ways.
The regulation commission attends to ensure a free and
non discriminatory access
to networks.
It approves beforehand the functioning rules and
procedures of the electricity
system operator, the electricity market operator and the gas transmission
network
manager.
It has also an essential role in promoting favorable
rules that incite the
emergence of these markets.
It has the ability to take all initiatives regarding
supervision and organization of the
electricity and national gas markets.
:: Quality, Regulatory/Technical
and environmental control
The
regulation commission has in charge :

Monitor the implementation of technical
regulations, hygiene, security and environment
protection regulations;
>
Proposal of general
and specific standards for quality of the
supply and the customer's service as well as the
control measures.

Consumer Protection
>
Controls and
assesses the public service obligations;

Examines the
complaints and appeals of operators, network users
and clients;
>
Determines
administrative sanctions against the non-respect of
rules and standards as well as the indemnities to be
paid to consumers;

Publishes
useful information for the defense of consumer's
interests.
